That’s a bummer—your car insurance application was denied. What now? Your car insurance application may have been denied for various reasons, such as a driving suspension or failure to pay your premium on time. This makes it difficult to get new car insurance. We’re happy to explain what you can do if your car insurance application was denied!

Can an insurer just refuse me?

Yes, an insurer can always turn you down. That’s because they aren’t required to accept you. Only a health insurer is required to provide you with health insurance. If a car insurance company believes you pose too great a risk, they can reject your insurance application. There can be various reasons for this.

When reviewing an insurance application, insurers use the Roy Data database and the CIS Foundation database. These databases contain your claims history. For example, they can see if you have a criminal record, how many claims you’ve filed, and whether you’ve ever committed insurance fraud. These are all situations in which you’ll receive a CIS registration. This information is then accessible to all affiliated insurers and authorized agents. Based on this information, they may refuse to provide you with car insurance. With a CIS record, there is a high probability that no standard insurance company will want to insure you. This is because you are considered too high a risk.

Insurers mainly try to determine how great the moral hazard is. In the case of someone with a CIS registration, moral hazard is often estimated to be greater. This assumes that someone with a CIS registration is less compliant with insurance rules or paying the premium.

Requesting information from the CIS Foundation and the Roy Data database.

If you would like to know what personal data is stored in the CIS database, you can submit a request for access to the CIS Foundation. You can fill out and sign the online form on the CIS website. You can then send it, along with a copy of a valid ID, by email or mail. Within a maximum of 1 month (though the goal is within 10 business days) after receiving your request for access, you will receive an overview of the registered data and information about its source. You will then see which insurer registered you and when this occurred. If your personal data is not in the CIS database, you will also be notified of this.

If you want to know how many claim-free years are recorded in the Roy Data database, you can submit a request through the EPS Foundation (Efficient Processes for Non-Life Insurers). On their website, you’ll find an online form for requesting access to your records. You can fill it out and submit it immediately, along with a copy of your ID. The information will then be sent to you by email as soon as possible.

In both cases, we are unfortunately unable to submit a request on your behalf, even if you purchase car insurance through us. As an intermediary, Alpina does not have access to your personal information due to privacy laws.

Objecting if you have been (wrongly) rejected

Is your CIS registration incorrect or unjustified? If so, you can submit a request for correction through Stichting CIS to the insurer that registered you. On the CIS website, you can use a form to indicate which details are incorrect and why you believe this to be the case. Stichting CIS will then forward the request to your insurer. After that, you must wait to see whether the insurer accepts or rejects your request. If your request is rejected, you can file a complaint with your insurer’s complaints committee. You also have the option of filing a complaint with the Financial Services Complaints Institute. The final step is to take your complaint to court, but this often involves high legal costs. Therefore, you should carefully consider whether it is worth it.

If you think the number of claim-free years in Roy-data is incorrect, you should contact your previous insurer. The EPS Foundation cannot adjust claim-free years.
